I've been looking for an old DOS-based Zelda-like game development toolkit called "Ace RPG Maker" or "Ace RPG" for the longest time. It was somewhat similar to the OHRRPGCE toolkit (which you may also want to check out) in style but was probably discontinued at some point. Let me know if you ever find it.

Apparently the Project Zelda Engine Ace has fired back up as of March of this year, and he's been looking for team members to help him out.

Well, there's the RPG Maker series of games if you like to make RPGs as well as Game Maker, both of which are pretty good for beginners and are fairly old. If you really, really want to go back however there's also the PC88 versions of RPG Maker and the fabled Famicom Basic which allows you to code minor famicom games.
